Thanks for the response. I understand according to the road rules this is the way it should operate, but for some reason many turning onto Ygnacio Valley Rd from Tampico appear to believe they have the right of way and that those turning right from Marchbanks are doing a right on red and don't have the lights. As a result cars from Tampico are commonly using all all three lanes on Ygnacio regardless if there is traffic coming from Marchbanks or not. I now see many cars will wait to turn right from Marchbanks onto the number 3 lane on Ygnacio until all Tampico traffic at least in the middle lane have finished coming even though they have the green. I am sure this helps propagate the illusion for cars coming from Tampico that they have the right of way over Marchbanks traffic.

Since there is no green arrow for left turning Tampico traffic, they have to yield to cars turning right onto Ygnacio from Marchbanks. If violations are continuing perhaps you should contact the police department for enforcement at the intersection.
