This is such a common problem in Oakland. So many water mains are cracked and leaking. We are in a statewide drought. Has anyone thought about seeking state or federal funds to address this issue in a more comprehensive infrastructure way? I am certain that a huge amount of water is being wasted.

EBMUD has already admitted they have lost billions of gallons due infrastructure failure. This is going on with most water districts. Rampant waste and little or no oversight. Either way the tax and bond payers pick up the tab.
