YES! I use this route to commute to work on my bike 2-3 times a week for the past 4 years. The bike lane is littered with glass and gravel. A lot of bicyclist use this route so it needs more attention.
My guess is it's federal. After leaving the visitor center for the Don Edwards NWR, you descend a small hill and are on a frontage road on the south side of the Dumbarton Bridge, which eventually takes you to the bike facility (path) on the bridge itself. Immediately after the descent and until the bicycle bridge entrance, the road is awful.
So, I contacted Cal Trans through their website and about a month later they swept the bike lanes! Unfortunately a vehicle crashed into the chain link fence (again) sometime during the weekend. The fence was fixed quickly, but a lot of debris was left in the bike lane. So I contacted Cal Trans again. Thanks Yeastin for that tip.
