Hi, street light still exhibiting same behavior. Wanted to make sure you changed the lamp in the correct light. This street light is in the Back Yard of the property, not at the street. Thanks!

I apologize for any confusion. The City of Richmond does not own or repair lights that are on private property. If the light is located on your property in your yard it is a private light that the owner of the property requested to have installed. A private light is paid for through Dominion Virginia Power, if there is a malfunction of this light you need to report this to Dominion Virginia Power at 866-366-4357so they can fix for you.
