I listed this as a signal malfunction because there is no other appropriate category for this issue.
The median at this intersection prevents a left turn onto St. Albans Dr. A U-turn is possible, but it is posted as prohibited. The furniture store parking lot has a sign posting a $50 dollar fine for cutting through the parking lot. Today I have seen commercial vehicles and an 18 wheeler cutting through the parking lot. The only legal way to get to St. Albans from New Hope Church Rd. is by going towards Wake Forest Rd. further up to the crest of the hill, where the shoulder is wider and make a U-turn. This is extremely dangerous due to the speed of cars coming from the opposite direction. A left turn onto St. Albans needs to be restored for safety sake.

As far as there being several other ways to get to St Albans, I consider this comment lip service. Why should people have to drive miles out of their way to get to this street?

New Hope Church Road use to extend to Wake Forest Road where the existing St. Albans Rd is now. In the early 90’s New Hope Church Road was realigned to its current location. At that time the median island was installed at St. Alban’s Road to make St. Albans Rd a right in/right out. It is my understanding that the island was installed for multiple reasons:
1. to prevent trucks from using St. Albans which is mostly residential in this area
2. to prevent cut through traffic to Wake Forest Road
3. to prevent left turn vehicles from backing up onto the railroad tracks which is less than 150’ from this intersection.
When any traffic pattern is changed staff has to consider all the ramifications of the change. It appears that this area has changed some in the last 25 years, however Tarheel Dr is still highly commercial. The city is going to look into the feasibility of allowing the left turn at this location, however it will take some time to conduct the studies to determine the best solution that benefits motorist without adversely affecting the existing residents along St. Albans Rd or cause a significant safety issue.
The city has a truck route policy which requires trucks to follow approved truck routes. The truck routes in this area are New Hope Church Rd, Atlantic Ave, Wolfpack Ln, Bush St, and Wake Forest Rd. Truck should follow those routes, not St. Albans. If you see truck in violation please let the city know and staff will contact the company regarding the city truck route policy.
In regards to the issue of vehicles using the parking lot as a cut through, it is in the city code that “it shall be unlawful to drive across private property for the exclusive purpose of traveling from one public street to a second public street”. In the event that this movement is being made the police department should be contacted for enforcement.
