As a landlady I make it my business to make sure that the WM bins that are provided for us in Oakland are used properly. All households should be monitoring the use of these refuse bins. Oakland is very lucks that WM does this as a service for the East Bay. I hope Public Works can influence the people who use this WM service. This abuse of a noble service to citizens should be punished. Carolyn Vallerga
