Traveled that road for 30 years. The problem? Speed limited too high. There used to be a wreck daily at the Fort Eustis.ramp, people doing 80, that traffic coming onto the interstate on a very short ramp coming out at 70, on the other side of a hill, not yielding. There are some amazing short ramps right pass 199 exit. Looks like it was built for 55 mph interstate speeds back when traffic was light, or before it became a beltway. Every Friday was a 1-10 mpg drive from 199 ramp to the route 17 ramp, 27 miles? I would never get out of 1st and second gear, crawling along. If the speed limit on the interestste was 35 mph I would have gotten home sooner because of zero wrecks. Went from Friday, beach traffic bad, to Thrus, into Wednesday. Then clogging up going west to work, used to take 1 and 1/2 hours for 27 miles.. For years there were daily wrecks on the ramp coming off 17 to Norfolk, again short ramp, a bridge rise in front of it. They finally widened it and added some length. If you just drive this parking lot daily for a month you would see what is the problem(s).
Suck it up, ain't going to get fix. My advise, drop the speed limited to 45 mph during rush hour, fines at $1,000 for going over 10 mph. Use the money for some patches, paint, longer ramps. In Germany they have electronic sped limt sign that adjust to time of day, road conditions. Let's see 70-65 miles per hour, 2 hour drive time to go 27 miles, vs 45 mph no wrecks, drive time 39 minutes?
