There is a need for pedestrian access here. When the City attempted to install curb, gutter, and sidewalks during the last round of road improvements, the residents along Carolina Pines didn't want to pay for these improvements. Now that the sidewalk policy has changed, it would be interesting to re-evaluate this area for sidewalks or a multi-purpose path.

Thanks for your interest in improving pedestrian facilities in Raleigh. Constructing sidewalks on Carolina Pines Avenue would require a street improvement project to add curb & gutter and sidewalk. The City currently doesn’t have any plans to improve Carolina Pines Avenue. Property owners may petition to have Carolina Pines Ave improved to include curb & gutter and sidewalks. A portion of the construction cost will be passed to the abutting property owners in the form of an assessment. The City is currently in the process of developing a Comprehensive Pedestrian Plan that will identify missing sidewalk gaps and prioritize future sidewalk projects.
