They are violating these muni codes. 9.08.160-Sitting or lying on streets or sidewalks, 9.08.170- Obstructing pedestrians, 9.08.180-Alcoholic beverages on public streets and 9.08.190- Open alcoholic beverage containers. Please go on line and look into these Oakland muni codes in more detail. When dealing with the city and police you can show these "people" are breaking the laws.
