Fill out a Caltrans maintenance service request on line. Also contact Joe DeVries Assistant to the City Administrator. He is the interdepartmental coordinator of homeless encampments and liaison to Caltrans 238-3083 JDevries@oaklandnet.com. When Caltrans moves them they be back on City property. I had them in my neighbor have three left. You have to make it so bad they leave. They leave a debris trail of trash, garbage and human waste.
