This zone routinely floods, causing traffic to be diverted onto local roads. Whale Creek forms the border between Monmouth and Middlesex counties, thus the problem with getting someone to fix the problem. No doubt there has been flooding at this spot for years and years.
Here's a better map link. The Route 35 and Cliffwood Avenue intersection is about half a mile away from the zone in question.

Has there ever been any discussion of raising the level of the road bed to keep the water off the roadway? If so, is it the state that brings it up, or one of the counties or towns?
Have you noticed that the US Census considers Cliffwood Beach as only being in Monmouth County? They label Laurence Harbor as covering the part of Old Bridge all the way to Whale Creek. Local signs, newspapers, etc all argue with that.
