Please don't label everything as 'Emergency'. It diminishes your message. Emergency could be used for water leaks, fuel spills, toxic materials, dangerous traffic situations, etc. Illegal dumping in Oakland is widespread and needs to be addressed, but the above issue does not fall in to the 'emergency' category.
