Description

On October 8th 2014 I reported to the City that our Supercan had been stolen and we needed a replacement. Upon noticing this we also noticed that someone had started piling refuse, construction debris and yard debris in the alley against our garage and back gate, effectively blocking us in. We reported this also, and asked for a removal of the waste at our property, as well as a general clean up of the entire alley. This call was 10/8/14 Reference #20020957999.

Today 11/19/14 I came home to discover a letter on my door stating that we were in violation of code 38-152 Refuse Accumulation FILE # 20020961488. I can only assume this letter is due to the trash in the alley.

As a homeowner, City of Richmond resident, and public service employee for the Commonwealth of Virginia myself, I am very frustrated with the way this issue has been handled so far. I immediately called the individual listed on the notice (Eric Alley, Property Maintenance Inspector 646-7423) at 4:23 PM which went straight to voice mail. I left a detailed message there. I then proceeded to contact the Public Works again in reference to my initial request (646-7000) at 4:50 PM, but all they were able to tell me is
1) there is still no Supercan delivered (so I have been having to take my trash to the dump myself)
2) they have no due date for when I can expect my Supercan delivery, even though it has been almost 2 months since my request
and
3) they could only transfer me to the Code Enforcement department in reference to the Notice of Violation I received. This call also went straight to voice mail, so I left a second detailed message.

So, even though the notice I received says that I have 48 hours to comply, I was the original complainant to let the city know about the debris and ask for removal, the debris in the alley is not mine, and I have had to remove my own personal waste for months now (because if we leave it in the alley as we were advised by Public Works on 10/8 it gets torn apart by dogs and cars and indigents searching for recycling) - somehow I am the one suddenly in violation, yet there is no one even available to take my call and help me resolve this issue?

I am beyond exasperated and really need your assistance with this concern right away. Please contact me at the # in my original case inquiry to help get this resolved so that the waste I had asked to have removed on 10/8/14 can be taken care of WITHOUT there being some financial or legal ramifications to me.
