Looks like a curb was never installed here -only example I can think of in the neighborhood. Trash gets stuck in the ditch and street sweepers can't get at it.

Dear Sir or Madam,
Thank you for contacting the Department of Public Works regarding this matter. The maintenance and repair of sidewalks is the responsibility of the property owner per Section 5610 of the California State Street and Highways code and Section 12.04 of the Oakland Municipal Code. These codes require property owners to repair and maintain their sidewalks, except where sidewalk damage is caused by an official City of Oakland tree, in which case the City's current policy is to take on those repairs. If sidewalks are nonexistent, then the owners of the adjacent parcel, at their discretion, are responsible for the installation of new sidewalks.

Would the PWA Call Center care to show which part of the code says that curbs are the responsibility of the homeowner?
This curb was never constructed 100 years ago when it should have been. Looking through section 12.04 the closest I got to mention of curb maintenance was where the city was defining a permit process should private construction take place - not saying it is the responsibility to maintain or even saying the curb is part of the sidewalk.
12.04.320 - Private construction of curbs and gutters—Permit required.
It is declared to be unlawful for any person to construct, or cause to be constructed by private contract independently of other street work, any concrete curb or gutters on any public street without first obtaining from the Superintendent of Streets/ Director of Public Works, a permit in writing so to do.

The original post never mentioned sidewalks: at issue is the missing CURB.
The curb was properly constructed from the corner of Stuart at 34th St, but it ends at the driveway of 3323 Stuart, to the intersection of Stuart at 33rd St: see attached photo/diagram! Please install a curb on that half of the block!
