Speeding in residential areas is one of my pet peeves. If you can narrow it down to a time of day or even day of the week when the worst offenders are abusing your neighborhood, you might help improve the impact of police enforcement when they do get a cruiser set up there to write some tickets. In defense of police departments, a lot of them do quite a bit of enforcement but driver behavior is a tough nut to crack.
Here's a recent news release from the EHPD - appears to be a focus on traffic but you can be the judge of that:
Also, you can request some attention from Metro Traffic Services, which is an effort to pool resources from various police departments in the area to target specific traffic areas for enforcement.
