This generally means that signals are timed to facilitate movements north and south on these major routes and are not timed to maximize cross-street movement, including that on Jones. The easiest east-west movement in the morning is on Morgan Street and Edenton Street, which form a one-way pair through downtown and are major thoroughfares so timing is more tuned to facilitate movement on these streets. You may want to try them for better cross-town timing.
