Its because there are so many people out there playing with their phones, and if we all followed every traffic rule to the T, DELCO would resemble Beijing during rush hour and it would take me 30 minutes to get to my local Wawa. It is not an illegal turn...there are TWO lanes that you can merge into on the right going around that curve. You can merge to the right anyway on any street as long as you proceed with caution and use your turn signal.

To Chucky, NO there is not two lanes for a right turn. There is a solid line there. The left lane(or is that the middle) goes straight and you can turn right legally on that tiny street .

Because the line of traffic is so long, and for whatever reason, when it is, the green light to go westoon Marsall is a ridiculously short (like 3 seconds) amount of time. There is enough room for both lanes to turn right if everyone stays IN THEIR LANE. They only put that arrow there ecently, and it was a stupid idea. If they want people only in the right lane they need to seriously reconfigure the traffic light timing. No one wantsto sit through 10 traffic light cycles to travel two tenths of a mile.
