If the person lodging the complaint is a neighbor and is willing to call Codes directly at 893-7373 and provide their personal information such as a phone # so we can contact them to get permission to view the complaint from their back yard, then we can proceed to investigate the other issues.

By giving permission, a neighbor ends up being listed in the public record. This leads to arguments between neighbors. So by giving permission to the codes inspector to view a violation from one's adjacent property, you end up being blamed even if you were not the original complainant. There needs to be a return to true anonymity in this process. Your choice should not have to be either endure living next to some of the more obnoxious violations or set yourself up for retaliation. A person giving a Codes inspector permission to walk on their property should not be listed in public record. All you are trying to do is help.
