Clearly a contractor size dump; The excuse the violator will give is that the Alameda County hazard station only allows limited drops of paint, which can lead to the bad choice of dumping among certain people. The lack of an 'easy button' with reasonable fees is often cited as the WHY the bad guys thought it OK to just dump.
