Another comment was logged regarding the Atlantic School Buses via the IdleFreePhilly.org phone number.
I did have a phone conversation with the owner, and he said that the buses have to heat up before they can pick up the students so that the students aren't getting in to cold buses.
He also said that with new bus acquisition, buses are fitted with auxiliary power units that provide heat. This is part of a normal attrition process, however.
To the caller: Do you notice that the buses are idling on warm days? If so, that is against the regulation, but there is an exemption if it is below 40 degrees.
