Solar receptacle jammed up. This is on going problem. As a keep Oakland Beautiful volunteer this is an added burden. People want to the right thing but are forced to litter. This receptacle is filthy inside and out.. The smell makes it hard stand to next to. Please deal with ASAP.

~We raised money to produce signs to discourage littering;
~We raised money to hire a private contractor to take on 4 days a week of paid litter-patrolling...
~We organized residents to volunteer their time to do litter patrols, to try to bridge the gap bet. the 'producers" of litter, the work of our paid, private littler patrol company, and the work your dept does;
PLEASE help us by cleaning this nasty trash receptacle, and by emptying these bins before they are overflowing!
