HOW CAN THE BLIGHT OFFICER MISS THAT FACTORY NON-COMPLIANT ISSUE?

First, lovely run on paragraph in all caps. Let's hope the communication with the blight officer was more concise.
I am unsure why Ansonia has not done a neighborhood by neighborhood (or in old fashioned Ansonia terms "ward by ward" assessment of properties in need of repair and at least discussed a course of action. It isn't that hard to drive around one area at a time and write down addresses and snap a photo for a meeting.
