Reported this to the sheriff, and they thought it might be the goat herders set up for weed abatement. Asked me if the dog was a border collie which I couldn't tell. I didn't see any goats. Maybe they are just setting up the fences and they haven't brought the goats in yet. Ack. Just trying to be a good citizen and instead I'm the old lady peering out from behind her curtains.
