Kyle Drive is a State-system street, maintained by the NC Department of Transportation. Generally NCDOT does not install sidewalks on state-maintained roads, and though the City Council does have a sidewalk construction program, they cannot spend Raleigh taxpayer money on a street that is technically outside the City Limits. Sorry I couldn't be more encouraging. Perhaps when more property on Kyle Drive redevelops and is annexed into the City sidewalks will be constructed as part of the development.
