This is a response for both requests to 'Plant Tree' on the 800 Block of 4th Street NE.

Obviously Oxtus doesn't live on the 800 Block of 4th Street NE because if he or she did they would know that my neighbors have invested their money and time by making that tree box look nice. For years that tree box had ivy leaves that were planted by an older neighbor who also maintained it. That neighbor has since moved but my new neighbors took it upon themselves to remove the ivy leaves, buy flowers, mulch and placed a fence around it.

311, your agency shouldn't allow just anyone to submit a request on a block that he or she doesn't reside because he or she doesn't know the history nor the neighbors on that particular block. There are too many busy body's walking around submitting requests throughout the neighborhoods because he or she doesn't have nothing else better to do.
