Calling 911 seems a little heavy-handed. I did call PWD and the representative said she was unaware of a policy to call 911 for open hydrants. But, thanks for the advice -- I'll look into this for next time. This happens all of the time and the person opening the hydrant states that she has no plans to stop.

Resident eventually turned off hydrant but did not re-lock hydrant. The PWD lock is now gone, presumably taken by the offender.
