Update from Codes: they cannot investigate the allegations of maintenance issues inside the building unless the person reporting these problems can invite the Codes inspector in to see them. If you know someone living at the location who would be willing to submit the complaint to Codes and allow the inspector to enter, then feel free to submit a new issue report here or re-open this one.
