Description
We have a person who has opened our hose bib twice in the last two days. On Saturday night at 11.53p.m. he walked by, attached a handle, opened it fully and then walked away. It ran full open until 8.30 a.m. when someone reported it to the fire department and they came and closed it. Today, Monday, he walked past again and did exactly the same thing. I have full video of the entire incident. I have been told that he resides somewhere near the recycling business at the freeway overpass.
