However if the graffiti contains profanity or is obscene, and is within public view, the city will review and take steps to have the graffiti removed.

311....Graffiti that is reported within the Hartford Business Improvement District (downtown and a portion of Asylum Hill) should be forwarded to the BID clean team for removal. We remove graffiti from public property and our owners private property within 24 hours of it being reported. Please contact me for additional information.
