Description

The cover is not secured and so anytime someone drives over it, it makes a loud clanging noise that can be heard from anywhere in my apartment. I called PG&E but they don't own this, so it's the city's responsibility. It needs some more tar to secure the cover in place so it doesn't clang. This was fixed before and must have worn down.
