It apparently is not an issue with anyone else. Will try again later ... maybe in the spring when the flooding is more of a problem. Hard to convince someone it floods when it isn't raining very much or very often. Hopefully in the meantime no one will be seriously affected ... or maybe the city will decide to figure out why the flooding occurs and fix it on their own. I always was idealistic!
