If this is the vacant lot between the school and the dialysis center, it is the City's responsibility to tend the lot. The deal is part of a special arrangement the City made with the property owner a few years ago, and the City has seldom held up its end of the bargain until citizens complain. Very sad situation, this gives the area a blighted look. Westover Hills merchant area looks bad enough without this extra problem.
Whoa, I misread the complaint. It's not that sad lot, it's the sidewalks that the merchants never take care of. A few folks on the merchant's associaton sometimes clean up the sidewalk areas, but most of the merchant's could careless. Their conduct is shameful, but I doubt it is correctable. One solution would be to pull out all the plantings, put in concrete joy the new look akin to Southside Plaza and other
blighted business areas.
The young Crepe Myrtle trees in the area are very nice looking and the city should take the responsibility to upkeep them. The suckers off the bottom of the trees need to be pruned. They need watering and bags removed and measures taken from keeping their trunks from being chopped by weed eaters. Please get a new company to maintain and water our city trees. The one thing keeping an area from looking blight ridden is it trees and ongoing maintenance.

Just go to the 5000 block of Forest Hill Avenue. Look at the trees on City property. Look down. See the tree wells? Suckers need to be removed,mulch cleaned. This is not worthy of a phone call to you, just look at the darned trees for gosh sake.
I went by yesterday and it looks like someone has trimmed the suckers off the crape myrtles and trimmed up the grass near Taza. Maybe a follow up to make sure. I didnt get a chance to stop to see in front of cvs.

does the city take care of the tree wells or are the business owners taking responsibility on their own? it looks like on one side of the street on the block from cvs to the 48 hours mart there are some tree wells that have grass trimmed while other tree wells with the crape myrtles have grass that is not trimmed. On the opposite side of the street along the front of the middle school there are tree wells not cut back. The crape myrtles have been trimmed up too high which many tree people refer to as crape murder.

Why do you not understand that there is not just one specific address that has disgusting unkempt areas? The entire merchant area of Westover Hills is stupid bad looking...looks almost blighted, like a lot of inner cities in the 1970's. Please just get someone over there to look around.
If you want, I'll call every day with a different address and wind up giving you most all of the merchant addresses in the process. Except for the Westover Place strip. That area, where Act 1 Hair Design is, most always could be a model for the other places.

If the grass is connected to a private property then you may call and give the specific address for the issue. If it is not, then this is an issue that is handled by the Department of Public Works and they can be reached at 804-646-0999. Closing the issue due to a departmental transfer does not mean that it is not being worked, it means that it is not an issue specific to the Code Enforcement department therefore, it can be closed on our end. Now, for business owners, who takes care of that same type of land the City or the property owner. You are correct in your assessment that property owners are required to maintain the area. But in order for us to assign an Inspector to the location we need the physical address. Please prvide us with this informaiton so we may act on the complaint.
Looks like the commercial vacant lots listed as 4910, 4920, and 4930 Forest Hill Avenue. These are the lots just west of the Davita Dialysis Center. They are across the street from the Forest Restaurant and The Locker Room which I show in the 5000 block. As I recall, Ms. Graziano, council rep, helped broker a deal where the City would cut the owner's grass. I cannot recall the reason(s), but evidently the sidewalk areas were probably not directly included in the deal. I bet someone could easily solve this by getting the people responsible for the lot to also be responsible for the sidewalk area, just like all the other properties in the City.
