I assume you have spoken with them about their behaviour? That is if it is comfortable to do so and they are not the threatening types. Otherwise you may want to check to see if they are violating any codes for their business. If so report them to 311 and keep reporting them until the city speaks to them. This may help with some of the junk on the sidewalk especially. Good luck.
