Description

The signal states and sequences of the controls at Cascades and Hood were poorly thought out resulting in *no* traffic movement for minutes at a time each cycle during moderate or higher traffic volume. At low traffic volumes, it is almost adequate.

My extensive observations suggest that the signals could be completely replaced with stop signs and achieve much higher throughput 95% of the day.

A minimal workable solution would be to change the SW- and NE-bound Hood signals to flashing amber; make all others flashing red. Initially, leave the Airport Way offramp signals the way they are: that will provide excellent crossing opportunity for Cascades Pkwy at their flashing red lights.
