Pay a fee and fill out a form to replace a tree on Richmond City's property? Seriously? The City removed the tree AFTER trimming it but then left the stump. (Why prune a tree that will be removed a few days later, anyway?) Surely, the exorbitant city taxes could cover replacing the tree.
