as in "confusing traffic lights" noted 2 other intersections, the lights are programmed to allow traffic thru in ONLY ONE DIRECTION if there is not a car already at the stoplight. i.e. noted that vehicles going east were given green, YET the west bound traffic not yet at the intersection DID NOT GET GREEN AT ALL-they were stopped by RED until next cycle. GREEN BOTH WAYS AT SAME TIME is/has been the normal EXPECTED pattern, and allows approaching traffic to get through an EXPECTED GREEN LIGHT instead of waiting for next cycle because they weren't at the intersection yet when the lights changed.
THIS PATTERN of programming has been seen at other intersections, and is wasteful and inefficient and causes unexpected and undesired STOPPAGE of already moving traffic. CAUSES MORE USE OF GAS, more POLLUTION, more OZONE ALERT DAYS, and, mostly, is not expected nor good programming of the traffic lights/patterns.
A green light for east and west bound (or north and south bound) at the same time is the long time normal expected pattern, so APPROACHING traffic isn't surprised by a continued red light when the coming traffic is flowing freely with a green light.
This is NOT efficient programming of the traffic light patterns - it interrupts the flow and causes unnecessary delays.

So go back to all the intersections and when possible fix them so traffic can go both east/west or north/south AT THE SAME TIME - even if no one has arrived at the intersection yet before the timing cycle starts - they may well be and often are a part of a block away..... let 'em thru!

I have seen many many intersections where ONLY ONE DIRECTION GETS A GREEN LIGHT ON A CYCLE, INSTEAD OF
BOTH EAST/WEST or NORTH/SOUTH getting TO GO THROUGH at the same time. Usually when it happens there just wasn't a car/truck/vehicle ALREADY at the light in one direction or the other, SO ONLY ONE LIGHT TURNS GREEN, AND TRAFFIC COMING to the intersection IN TIME TO GET THROUGH IF IF IF IT WAS GREEN, have to stop and wait a FULL CYCLE. THIS BADLY INTERRUPTS THE NORMAL STANDARD FLOW OF TRAFFIC, THE EXPECTED FLOW, and CAUSES MORE GASOLINE TO BE BURNED while sitting at the intersecton.
IT IS AS IF, instead of the lights from downtown outbound being timed so people can keep moving, they were changed and timed to stop people every block or two. (THIS IS JUST EXAMPLE(OUTBOUND traffic from downtown)).
The lights timing letting people get into and out of downtown seem timed in good fashion, like they have been for decades.
HOWEVER- FOR INSTANCE ON 13th STREET COMING in from the east, in the immediate downtown area,
THE CYCLES ARE MESSED UP THERE TOO - if a car is waiting at the intersection from one direction only, the green comes on ONLY east bound OR west bound, NOT BOTH!!!!!! Vehicles that pull up to the intersection in time to get through, face a red light for another full cycle because it doesn't change to green (LIKE IT USED TO, FOR DECADES PAST) with the ONE LIGHT THAT DID TURN GREEN!! ...
THAT"S JUST PLAIN IGNORANT...... PLEASE, GOVERNOR of OKLAHOMA, tell the programmers to start fixing this paradoxical and unnecessary waste of gasoline/fuel/time. (and unexpected stoppage of normal flow of traffic)

Whatever the 'reasoning' may be to do this, it has failed.
GO BACK TO TURNING GREEN AS EXPECTED when the cross traffic gets a red light.
Traffic not yet at the intersection used to get a green light so the vehicles wouldn't have to
SIT AT THE LIGHT WASTING GAS because of this programming faux pax.
