Generally any debris left outside of an ES dumpster is usually attended to by them. It has been my experience that they are usually fairly prompt at cleaning these sites up (with one exception I've experienced). There is a copy of this issue directed to ES (Environmental Services) which helps facilitate such prompt response which is one of the reasons I really appreciate this site.
