Description

As many as 8 - 10 dogs back yard is a toilet for the dogs, noise, terrrible smell from house and yard. Swimming pool in back yard with dirty sitting water (mosquitos!!)

Call the city.... this sounds like a toxic waste dump that needs to be taken care of. I wouldn't hesitate to call and report it anonymously.
