With todays sensor technology and a good programmer this left turn should realize when the queue has been emptied so people don't have to sit through three walk cycles. I doubt I'll get the working rotary back so how about just extending the time if that's what can be done. The Northbound side has two lanes to queue so stealing time from them won't hurt and their queue isn't that big.
