Description

This is a terrible mess found in the city of Lowell. There are neighbors who don't care about other and are thoughtless. It is a disgrace that dog owners allow there dogs to poop and don't pick it up. There has to be something done to educate dog owners and make them accountable for their dogs. I find it offensive that I have to pick up dog poop when I don't even own a dog.
