What is the problem with this light? Every week it goes out and starts causing backups onto 696. This Michigan left turn light is the worst!!

What happened to the right turn only sign for north bound Mound to east bound 10 Mile?
Someone is going to get plowed trying to turn into the gas station on the northeast corner.
