The only way to get this fixed is for you and or your other neighbors to do something about it. Take some motor oil and or strong fertilizier and put it on the grass/weeds. In a few days it will all die. Won't look much better but the landloard will get the message. One of those tank/bug sprayers works good. Roundup also does a good job but that's expensive.
You have to be pro-active becasue no one else is going to take care of the problem.
