Wouldn't this be the landlord's responsibility?

Mattress is still leaning against tree near intersection of Willow and Nicoll; it's been there for more than a week. There is also a TV on the curb nearby. I see that DPW assists with some of these cases, but has not addressed this one. DPW, will you please help out?
