Description

This small black dog constantly roams around city point area between Greenwich and Howard...the dog always approaches my leashed dogs when I'm walking them and aggressively barks at them. I'm trying to avoid an incident since I have bigger pitbulls. The owner of that small black dog needs to be fined for having an unleashed pet loose in public.
