Just to clarify: order of wires on utility poles is electric on top (which is typically 1 wire at the very top, then 3 wires rather close together); then the cable TV, then the landline phone/Uverse as the lowest wire. From photo, that doesn't appear to be electric wires from which the branch is hanging. So the hazard is the branch falling on someone, not potential electrocution. If it's cable, you'll get faster resolution by calling Comcast; if phone line, call AT & T (or whatever the landline company is at the moment). You can tell precisely which wire that is by seeing what wires from houses connect to it.
