Thanks for raising this issue. There shouldn't even be a pedestrian push button at this location. Pedestrians need to cross almost every cycle. Many do not push the button and cross with a don't walk sign. Without a walk sign the east-west phase often isn't long enough for pedestrians to safely cross. This creates a hazard for pedestrians and cars. The City of Oakland should fix this problem before more people are injured by converting this signal to one that produces pedestrian walk signals for every light cycle.
