The City of Oakland Public Works Department has received this issue. It is registered as service request # 525804. Please check back for status updates or contact us directly at (510) 615-5566.
This property was original reported in March 2013 and was red tagged later that year. The property was sold and OPW has neglected to enforce the city codes regarding graffiti and blight.
The property owner should be held responsible for the trash that their contractor placed on the sidewalk several months ago.
Please review the following notes regarding this property.
>CODE ENFORCEMENT, Service Request # 422730 08-22-2012
>Building Services currently has an open complaint # 1301307, for this property, the property address is 9894 Macarthur Blvd. The Notice Abate was mailed to the owner on 03/18/13 with re-inspection scheduled 04/12/13. If the owner has not abated the blight by 04/12/13 then can contract to have the property cleaned and secured.
The property has now been sold to a new owner who has prepared plans to repair the property. The owner and contractor will meet with me on Monday, April 22, 2013.

I just drove by and found a scavenger (homeless?) person rummaging through the property and dragging items out. This property is not secured at this time and is a safety issue in our neighborhood.
I spoke with Jackie Muhoro, the De la Raza Taqueria business owner, on Friday, June 27. She was very nice and was concerned about the trash and open access to this site. She assured me that she would be over there on Saturday.
She believes that the trash was dumped there from another site and also voiced her frustration about the graffiti, since it returned as soon as they painted the walls. I expect that the graffiti is mostly local kids and doesn't appear gang related and people are constantly dumping trash around most of Oakland.
She even called to update me on what they had done and the progress that they are making. They have secure building permits but, the work required - replacing the foundation, is much more extensive than they had anticipated.
As promised, the trash was removed and the site secured that weekend. As I walked by the following Monday morning, I could see the beginnings of rebuilding the foundation.
She asked that if anyone sees activity other than construction, they should give her a call and she will call the police if the people are still there.
She wants to be a responsible neighbor but, has been struggling against the local derelicts, gangs and teens in the area as well as the bureaucracy and lack of support from our Oakland government.
