I just sent the message below to EBMUD (custsvc@ebmud.com) but am also reporting this issue to the City of Oakland via SeeClickFix just in case this issue is a matter of joint legal responsibility.

To whom it may concern:
An EBMUD crew came out to repair a pothole in front of 759 Hillgirt Cir., Oakland, CA, on Tuesday, June 17, 2014. Unfortunately, a few hours after they left, a truck drove over the repair and severely damaged it. (See attached photo.) Because of the broken surface and loose asphalt, the patch is a danger to bicyclists as well as a potential source of damage to automobiles.
Please fix this. Next time, your crew may wish to consider (1) covering the patch until it has time to set and/or (2) avoiding doing the repair on garbage day, which is Tuesday. It seems that the damage may have been done by the large recycling truck, which came shortly after EBMUD left.

This is the absolute WORST patch of road work I've ever seen! Please send the Code Enforcement folks after the company that did this shameful excuse for "work"! They physically endanger Oakland residents with this worse than shoddy performance, at the same time charging someone (our City?) for a job that a 5 year old making mud pies would be embarrassed about! >:-(
