Description

Underage kid daily riding a blue motorcycle/moped up and down 1st Ave for hours.

There are two issues, one, safety. This kid is under aged and makes illegal u-turns in front of cars. He's going to get hit.

Second, quality of life. The bike is loud and he's at it every day for hours at a time. Up and down, up and down, up and down, revving the engine and just disrupting the neighborhood quiet.
