As detailed in the photo, this is random growth on the street pavement that needs to be treated by the adjoining property owners in the same manner as grass, bushes, shrubs, overgrowth in vicinity of the private property. It may help to pour some "vegetation killer" on the wild growth in question in the photo so it will stop growing there. Also dialogue with Richmond Roadway Mgmt noted they do not treat wild growth grass in the asphalt and also suggest the adjoining property owners treat the wild grass growth to prevent it from coming back.
